Over the weekend Bethesda held an Elder Scrolls Online panel with Zenimax at QuakeCon 2019 which covered a few things including the release of the next DLC Scalebreaker and improvements to performance issues over the next few patches.
Elder Scrolls Online Scalebreaker & Update 23 Releases August 12th
At the ESO panel held at QuakeCon 2019 over the weekend, upcoming DLC Scalebreaker release date was announced which will be release on PC on August 12th, with consoles coming a bit later on August 27th. Scalebreaker brings two news dungeons,Lair of MaarselokandMoongrave Fanedungeons which also brings newitem sets.
This also marks the date for whenUpdate 23releases, which also comes with a bunch of quality of life improvements including multi-crafting and multi-bidding for Guild Traders, as well as a change to how you useUndaunted Keys,which will now be a form of currency, rather than an item in your bag.

Performance Improvements Q4 2019 to Q2 2020
The panel also discussed upcoming improvements for Elder Scrolls Online over the end of the year and 2020. This includes performance improvements that will arrive in Q4 2019, towards the end of the year. Behind-the-scenes combat ability improvements which refers to server performance, meaning improving servers loads in taxing situations as well as how abilities perform in places such as PvP Cyrodiil and trials. They are also looking to completely rewrite the Looking for Group system which they aim to roll out by Update 24. This will hopefully make looking for dungeons a bit more efficient.
Probably one of the bigger improvements will coming at the beginning of 2020 which is a patching overhaul. This will change the way patches are implemented, reducing the number of old assets, meaning a faster process and smaller file size especially for consoles. This change will be so big that everyone will need to redownload the game once this goes live. Zenimax also talked about faster loading for fixtures and characters, at times at the moment you may see black shadow characters before they load, these will start reducing as they make improvements. Frame Rate Improvements will also be concentrated on, the first changes happening with Update 25.

Update 26 will concentrate on account database cold storage, further frame rate improvements and bug fixes plus updates. This patch is set to make things a bit smoother performance wise, especially for those who are using the lower spec base Playstation 4 and Xbox One models.
